A/C in office buildings vs. the environment?

Today at work I noticed one of the admin people having an electrical
heater at her office. Our building gets cooled down to almost freezing
temperature. And that's when it hit me. The building has to put out a
lot of energy and $$$ to cool the building as much as they do. At
which point the workers then have to use electrical heat to be
comfortable which only requires a lot more energy and $$$ for the
building (or owner). I thought to myself that if the building only
raised the temperature up a little bit, decreasing the amount of
energy needed to keep it cold, they would save money (and the
environment). It would also eliminate the workers having us utilize
their electric heaters and therefore waste less energy. It's a win-win
for the building owner and the environment. When I said it out loud
today at work (purely as an analogy), I was shot down as being crazy
and making waves. Does anyone have an opinion on this? Is my analogy
really crazy or do I have at least a small point here? Please advise.
